About the Board
The Workforce Connection (TWC) Board is one of 22 local workforce boards established by the Governor of the State of Illinois pursuant to the federal Workforce Innovation and Opportunity Act (WIOA). TWC’s Board of Directors and Chief Elected Officials are made up regional employers, educational institutions, economic development, public partners, and publicly elected officials, which guides the efforts of the organization and system. Utilizing Federal, State, and donated funds, TWC provides a system for individuals to get employed and also works with employers to find skilled workers and access other services, including education and training for their current workforce in Boone, Stephenson, and Winnebago Counties.

Meetings
Board of Directors & Chief Elected Officials generally meets in-person on the first Tuesday of March, June, September & December at 8:00 a.m. and the meeting agendas are posted here and on the “Agendas & Minutes” page as they become available, with at least 48 hours notice. All meetings are open to the public.

How the board works
Committees
Local Workforce Innovation Board (LWIB) committees are composed of board members and community partners who bring expertise from business, education, economic development, labor, and public service. Each committee focuses on key functional areas to ensure the workforce system is responsive, accountable, and aligned with regional needs.
Board Operations Management
The Board Operations Management Committee consists of the officers of the Board and the Chairpersons of the Advisory Committees. This committee makes recommendations to the Board on policies necessary to address the workforce and related social issues in LWIA 3. The committee will review reports, recommendations, etc. from internal or external monitoring or audits and inform the Board on corrective action. The committee will review quarterly progress toward accomplishment of the Annual Plan and objectives, develop and oversee strategic plans, determine Advisory Committees needed to fulfill the strategic and operational objectives. This Committee is responsible for the TWC Board’s staffing needs, recruit and hire the President & CEO of TWC Board; monitor and evaluate the President & CEO’s activities. This committee will assist the Board Chair in setting the agendas for Board Meetings and oversee the participation of the members of the Board. The Board Operations Management Committee is chaired by the TWC Board Chair.
Employer & Public Engagement
The Employer & Public Engagement Committee, working in collaboration and partnership with area business groups and economic development entities, develops and implements strategies to increase employer engagement in the workforce development system and increases the visibility of services in The Workforce Connection partnership network. The Committee provides oversight and guidance for the Business Services Team, evaluating the implementation and effectiveness of business services under WIOA. The Committee is Chaired by a member of the Board and is comprised of Board members, business representatives, and other community stakeholders.
Finance
The Finance Committee provides oversight of budget development and monitors expenditures. The committee also provides guidance for the development and maintenance of The Workforce Connection, Inc. as a viable non-profit corporation. The Finance committee will provide oversight of system budget development, monitor expenditures, and review performance of the Fiscal Agent (i.e., audit review, etc.) The Finance Committee is chaired by the Secretary/Treasurer and is comprised of Board members.
Human Resource
The Human Resource Committee provides assistance to the Board and management in the development and oversight of compensation and human resource strategies and policies. The Human Resource Committee is chaired by a Board member who is an HR executive and is comprised of other Board members.
Performance & Accountability
The Performance & Accountability Committee will identify accountability metrics for measuring workforce development efforts of The Workforce Connection network and Core partner programs. The Committee is comprised of Board members and other community stakeholders.
Program Operations Management
The Operations Management Committee will focus on the local service delivery system. This Committee will develop and implement strategies to create a coordinated and integrated workforce development system with all partner programs to serve the diverse populations that reflect our current and future workforce. The Committee develops system measures for the One-Stop and Access Sites and oversees the One-Stop Operator and Operations. This Committee will review the local training plan related to WIOA Adult and dislocated worker services to ensure alignment with the local and regional plan. The Committee will review reports from the One-Stop Operator on One-Stop Center operations to ensure alignment with local goals. The Committee will provide information and assist with planning, operation, and other issues relating to the provision of ADA services to individuals with disabilities. The Committee is comprised of Board members and representatives of all One-Stop Partner Programs. The Chair of the Program Operations Management Advisory Committee will be a member of the Board.
